An officer from Bureau of Foreign Business Administration-FBA, Department of Business Development explains that the definition of 'Advertising' stating in the FBA, it refers to an activity of creating and selling advertisement.
If the company is doing advertising, it will fall under section 17, List 3 of the FBA. The company must apply for The Foreign Business License list 3 (16); Advertising business.
If the company just want to create an advertisement such as sales promotion for your own shop (or product), the company can do without applying for the Foreign Business License for advertising activity."
